Mix with a drill and paddle to a creamy slurry and apply evenly by brush or roller, avoiding ponding. Only prime an area you can cover with the rapid setting mortar or concrete within the primer's working time. Place the mortar onto the wet or tacky primer; if the primer dries it must be scratched and reapplied. On concrete repairs, apply two coats to dry reinforcing steel and one coat to the damp concrete.
